Lee Turner
Partner
Lee Turner is one of the managing partners at Doak Shirreff Lawyers LLP in Kelowna. He joined the firm in 1993 and was called to the British Columbia bar in May 1994. He has practised as a trial lawyer since joining the firm and has extensive experience assisting those who have suffered serious injuries in motor vehicle accidents. He also has an active litigation practice supporting clients who have experienced a violation of their constitutional and/or human rights. Lee is also active in litigation in the areas of public health and administrative law, estate disputes and employment. He has successfully represented many medical health professionals, business owners, employees, students and others who were impacted by the mandates and other restrictions imposed under the public health orders concerning covid-19. He has successfully defended many health professionals who have faced disciplinary action by their professional regulatory bodies for their actions or their speech.
Lee obtained his education from the University of Saskatchewan, graduating with a Bachelor of Arts with distinction in 1990, and a Bachelor of Laws in 1993. He is a member of the British Columbia Bar Association, the Kelowna Bar Association, the Canadian Bar Association and the British Columbia Trial Lawyers Association.

Dr. Stephen Malthouse
Dr. Malthouse was the subject of an investigation by the Inquiry Committee of the College of Physicians and Surgeons of British Columbia (the “College”) regarding 19 complaints made against him between 2020 and 2022 regarding public statements he made about the safety and efficacy of the Covid 19 injections, the virus, the merits of masking, self-isolation, mask and vaccine exemptions, alternative treatments and related topics. Three of the complaints were made by the Inquiry Committee of the College themselves. 11 of the complaints proceeded to citations being issued. Mr. Turner defended Dr. Malthouse in regard to the 19 complaints. Before the matter could go to a hearing, in April 2026, the College closed and concluded all 11 complaints where citations had been issued with no further action directed, dismissed 3 of the 8 complaints under investigation, and closed and concluded the remaining 5 complaints with a written criticism from the College with no further action directed.

Dr. Charles Hoffe
The College of Physicians and Surgeons of British Columbia issued a citation on February 11, 2022 against Dr. Hoffe alleging that Dr. Hoffe had published statements on social media and other platforms that were misleading, incorrect or inflammatory about vaccinations, treatments and public measures related to covid-19. These statements included Dr. Hoffe expressing his opinion regarding the safety and efficacy of the Covid 19 injections, natural immunity, shedding and the benefits of alternative treatments such as ivermectin. Mr. Turner defended Dr. Hoffe in regard to the citation. During the course of the disciplinary hearing, the College delivered an application for judicial notice on Friday evening February 16, 2024, only 9 days before the disciplinary hearing was to commence, wherein the College asked the discipline panel to take judicial notice of their position with respect to the allegations, without the need to provide evidence to support their position. We were successful in defeating the College’s application for judicial notice thereby requiring the College to present evidence at the disciplinary hearing to support their position on the material issues. The disciplinary hearing was rescheduled to April 7, 2025. 2 months before the hearing was to commence, and before Dr. Hoffe was given an opportunity to present his evidence, the College advised Mr. Turner that they had directed the discipline committee to cancel the citation against Dr. Hoffe, thereby bringing an end to the disciplinary proceedings.
